NCAA Advocates Transparent Procurement In Aviation Sector

The Acting Director General of the Nigeria Civil Aviation Authority (NCAA), Captain Chris Ona Najomo, has emphasized that the future of Nigeria’s aviation industry hinges on implementing an efficient and transparent procurement system aligned with global best practices.

Speaking at the symposium titled “Understanding Procurement Process for Optimum Organizational Performance,” Captain Najomo highlighted the sector’s pivotal role in achieving national objectives such as economic prosperity, infrastructural development, and good governance.

Represented by the Director of Aerodrome and Airspace Standards, Mr. Godwin Balang, Captain Najomo underscored that public procurement is central to government efficiency and fiscal responsibility. He noted that procurement decisions in aviation impact airport infrastructure, air navigation services, safety regulations, and operational efficiency.

He urged stakeholders to adopt procurement practices that minimize financial leakages, promote competition and fair bidding, secure cost-effective contracts, and strengthen public-private partnerships. He also advocated for integrating international best practices, including e-procurement and digitalization, sustainable and green procurement, risk-based procurement planning, and stakeholder engagement.

To support the President’s Renewed Hope Agenda and the Minister’s 5-Point Agenda, Captain Najomo emphasized the need for capacity building, leveraging technology, fostering inter-agency collaboration, and enhancing monitoring and compliance. He affirmed that the NCAA aligns with these principles to promote efficiency, prevent financial mismanagement, and ensure adherence to national policies.

The Director of Corporate Services at NCAA, Mrs. Rebecca Aghadinazu, noted that delays in initiating procurement processes for capital projects often stem from a lack of understanding of approved procedures among participants. She emphasized that achieving efficiency, effectiveness, and value for money requires proper awareness and sensitization.

The symposium aims to ensure participants comprehend the principles and cycle of public procurement management and to equip them with the knowledge and skills necessary to improve the procurement process.
