China Unveils White Paper Calling for More Equitable Global Governance

China has released a new white paper outlining its vision for a more just and equitable global governance system, urging stronger multilateral cooperation and greater representation for developing countries in international decision-making.

The document, titled *”More Just and Equitable Global Governance: China’s Principles, Proposals and Actions,”* was issued by China’s State Council Information Office.

According to the white paper, China seeks to promote broader international consensus on global governance reforms and improve collective responses to challenges including development gaps, security concerns and climate-related issues.

The report states that China remains committed to multilateralism and supports an international system centred on the United Nations.

“Building a just and equitable global governance system is a shared vision long pursued by people from across the world,” the white paper said.

The document highlights the Global Governance Initiative (GGI), proposed by Chinese President Xi Jinping, as China’s framework for reforming and improving global governance.

According to the white paper, the initiative has gained support from nearly 160 countries and international organisations, while more than 60 countries have joined the Group of Friends of Global Governance.

The paper argues that the world is facing increasingly complex challenges, including pressures on international law and widening development disparities, requiring more effective global governance and stronger participation from countries of the Global South.

It identifies five key principles underpinning the initiative: sovereign equality, international rule of law, multilateralism, a people-centred approach and practical action.

“Sovereign equality is the supreme norm regulating state-to-state relations,” the document stated, adding that all countries, regardless of size or level of development, should have equal opportunities to participate in global governance.

The white paper also highlights China’s contributions to global development, peace and security, citing initiatives on development, security, governance and cultural exchanges.

It says China will continue to support reforms aimed at strengthening international cooperation while safeguarding the interests of developing countries.

The report concludes with a call for countries to work together to reform and improve global governance systems, stressing that collective action is necessary to address shared global challenges and achieve sustainable development.
