FG launches framework on employment for persons with disabilities

Nigeria has taken a bold step towards inclusive employment with the launch of a National Framework on Access to Work for Persons with Disabilities (PWDs). The initiative aims to provide equal employment opportunities for qualified PWDs and support the full implementation of the Disability Act.

Speaking at the launch event in Lagos, the Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), Chief Ayuba Gufwan, emphasized that the framework adopts a collaborative approach to address workplace accessibility and inclusion.

Only 2% of PWDs in Formal Employment
According to NCPWD reports, only 2% of Nigeria’s over 35 million persons with disabilities have access to formal employment, despite being qualified for job opportunities. Chief Gufwan noted that many private sector employers struggle with the cost of assistive devices and accessibility technologies, leading to limited job placements for PWDs.

To bridge this gap, the framework recommends that all employers allocate at least 5% of job opportunities to qualified persons with disabilities while also tackling workplace discrimination.

₦150 Million Fund for Implementation
To kickstart the framework’s implementation, Chief Gufwan announced a ₦150 million donation, which will be used to procure assistive devices and workplace technologies for PWDs.

Dr. Joy Shuaibu, Country Director of Sight Savers Nigeria, reaffirmed the organization’s commitment to partnering with the government and private sector to ensure persons with disabilities have access to sustainable livelihoods.

Similarly, George Dominic Anwayi, Assistant Program Manager at TAF Africa, stated that the framework would enhance private sector participation in hiring PWDs, ensuring more inclusive employment practices.

With over 200 PWDs in attendance, the launch event highlighted Nigeria’s pioneering role as the first African country to champion an Access to Work Scheme for persons with disabilities.
